I know the collector store in the next town had SDCC The Last Knight Optimus Prime last year. Hopefully they will have this too.

Cool, but it seems you misunderstand something: Optimal Optimus never had a retractable mouthplate. Only Season 1 Optimus Primal did. And that comic repaint you're thinking of is Primal Prime, a separate character, who also didn't have a retractable mouthplate either. Primal Prime has a permanent moutplate, albeit, only in that comic. The Primal Prime toy (released under the Beast Machines toyline) has no mouthplate either, as it is just a straight repaint of the previous BW Optimal Optimus toy.
A drawing? That's just stupid. Why can't they just let anyone come up and purchase one, and only one? Have that one-per-person limit at the convention, then put it up on HTS after the convention.
One assumes that HTS does this so they can limit how many toys they have to haul to SDCC. Taking too many is a cost they'd rather not have to deal with (to say nothing of the physical hassle). This way, they can hype up the demand, while still assuring folks that HTS is an option for later.
So this is my 10th year going to SDCC, and if there's anything I learned from the previous 9 years, it's that the HTS's crowd control has been absolute garbage, even refusing to let people in that actually had tickets to the line. I feel like the drawing system they're using this year is trying to control the crowds around Hasbro, Funko, and Lego. But yeah, i'm not a fan of it either.
As a person who declines to go to SDCC precisely because of the crowds, I have to ask, do you find that HTS is worse than other booths, in general?
Outside of celebrity stuff, HTS is definitely one of the more crowded booths, but not nearly as bad as Funko. My problems are more with the security than the actual crowd.
Just to point out that there will be an estimated 135 000 people this year (it's a little vague if that's for the 4 days total, numbers going in etc but anyway) and let's say 10% of those want to buy, that's still 13 500 units they need to bring down. Of each item, logistically they just can't bring down enough to get one to everyone.
If you've never been to SDCC, then you won't understand how much more reasonable this drawing system is than, waiting in line from 8pm the night before till 9am the next morning (when the convention center doors open), just to get dumped into the Exhibit hall, then try to find the back of the line for HTS. And then find out that you have to find with another wave of people from another line, and not be able get in to the line for the line to get a voucher for the HTS booth.
In this case, if you're not lucky enough to get a voucher, then at least you know that there's no need to waste your convention experience on waiting in line, with the hope of getting in line.
The HTS booth is the worst. Not only is it in the middle of the exhibit hall, but all the lines, and the lines that form to get in line, and the people that walk around in circles and pretend that they're not waiting to get in line for the line clog up so much of all the other traffic for the exhibit hall that it could easily dissuade people from going to adjacent booths.

Dang. In that case, it sounds to me that a drawing doesn’t actually address the actual problem. It sounds more like they are the problem!
I may be wrong, but I feel like they meant they wanted the full mouthplate on op op specifically because it was only in season 1. This optimal optimus is in Primal's season 1 colors after all, why not carry over some other season 1 traits besides color, even if it was scarcely used in the show
