Like Wing alpha said, Colosseum is the only way to get the G/S starters other than in a trade. I wouldn't worry too much since I sure those of us with Colosseum will breed them for trade. I'm planning on doing just that.
actually if you beat emerald(obtain a decent ammount of pokemons -dont remember the exact number) and you get a starter from g/s
You need to have captured ALL the pokemon in the Hoenn Dex (Treecko to Rayquaza, I think), to select ONE of the three starters.

I have all the starters from all three games already bred and waiting to trade for the pokes I'm not gonna be able to get in Diamond. teehee
I'm not too sure now if the PokéRS will transfer well. I just traded some infected Pokémon from Ruby to Fire Red and while they did keep it they did not seem to spread it. I went into several battle with 5 infected Pokémon and the Krabby I wanted to infect would not catch it, although the Pokémon I traded onto Ruby did catch it. Maybe it will work when I transfer to Diamond but right now I would not get my hopes up. If it does spread to my Fire Red Pokémon then I will let everyone know.
What I'm referring to by infected is a Pokémon that has PokéRS. You can view information on this virus or whatever you want to call it at the link below. It is very useful in raising Pokémon. My hope is that I can transfer it with my Pokémon to Diamond and then trade Pokémon with others on the board so they can get it but as you have read in my previous post I am not as confident that it will work well now. Interesting after playing pokemon Ruby/saphire/ emerald countless times never found the virus- or maybe It does have it but I havent check the boxes.
If anyone has any more info on the PokéRS then maybe you can answer a few questions for me. I have spread the PokéRS to my main Pokémon team members several times after loosing it but I have read that once a Pokémon looses the PokéRS they can not get it again and a dot will appear somewhere on the summary page but I have not seen the dot and my Pokémon still catch the virus over and over again. Why is that if they should only be able to catch it once and then loose it forever? Also when trying to spread it to my team on Fire Red after infecting Pokémon over in the Ruby version I can't seem to get them to catch it. I have tried first spreading it with Pokémon caught on Ruby and then with Pokémon I caught on Fire Red who were infected on Ruby but neither seem to spread it. Why won't it spread? When you heal your Pokémon at the Pokémon Center the nurse will tell you that one of your Pokémon has it. While checking a thread on Gamefaq's someone said they played over 300 hours before getting it. I think I got mine between 70 and 90 hours of play. It is rarer than a shiny Pokémon.
The odds of Pokerus appearing after battle are only 2 in 65535. Conversely, the odds of a Shiney Pokemon appearing are 1 in 8192.
OK, a quick update on my PokéRS situation and it may be a little confusing. I traded my Charizard with PokéRS from Fire Red to Sapphire, which my brother is using. This Charizard was a trade from a very early restart of Leaf Green that I raised on Fire Red and is one of the Pokémon I mentioned earlier that I gave the PokéRS when it was traded to Ruby. It would not pass the PokéRS to my Pokémon in Fire Red but it did in Sapphire. I am a little more confident that it will work once I transfer it to Diamond but will not know for sure until I get the game. Also I am still unable to spread it in Fire Red.
