He doesn't. Lio Convoy is his own character. Beast Wars 2 and Beast Wars Neo were 2d animated side-stories that aired in Japan while they were waiting for seasons 2 and 3 of the CG Beast Wars series to be dubbed in Japanese.

 

Think of it like how Optimus prime, rodimus prime and Optimus primal are all different characters, lio convoy/Leo prime is his own dude

 

I always though Optimus Primal was Optimus Prime. Never watched anything after victory until TFP

 

Nope, beast wars explicitly places him as a descendant of Optimus prime. Now in some versions the bat optimus primal is either prime himself or a clone of Optimus prime, but the gorilla primal is entirely separate
