    It was more likely a new set of planetary laws more than just a peace treaty. It was mostlikley sign by the council(Iacon) and the Kaonian Government leaders that were "above" megatron or "went over his head". For the Dec.'s, their signing into it would be like the US Congress(the "signers") vetoing a pesidential(megatron) veto.

    Depends on which Decepticons were left after the great war. (some were more reasonable than others, after all) A treaty generally means all involved parties sign and agree to its terms, even if it might be at gunpoint.

    Given Megatron's instructions from the golden disk, I do not imagine him signing any treaty. Also, by the end of the great war, I do not believe there would be any significant government above Megatron. The possibility that remains is that a group of Decepticons declare that Megatron no longer speaks for them, and they sign the Pax Cybertronia. Even if the splinter group doesn't speak for all Decepticons, it would establish a legal framework so that Megatron may be declared a fugitive rather than a combatant. That type of declaration might further erode his support because some of his troops may refuse to act as criminals.
