Well I have looked through the customising guide and couldn't find my answer.

    So my question is

Should I sand down my figure before I apply primer? Or should I send it down after?

    Both.
Sand the figure only where you need to, like for rub points or connections. Wash thoroughly with warm soapy water to clean any residual mold residue and the dust from sanding.
Prime the figure with even passes from the primer.
Once cured (24 - 48-hours), re-sand with super fine sandpaper on the areas sanded earlier. The primer will have filled in any microscopic scuffs from the initial sanding, so re-sanding with high grit paper will even out the primer. Once completed, re-prime with light coats of primer.
