    Starscream uses Null Rays.
Which can disrupt the flow of electricity.

    Transformers are robots.

    Why isn't Starscream grotesquely powerful?

Because soundwave designed the null ray as a black market weapons dealer and specificly gave the schematics to megatron for use in the combat arena and the following decepticon uprising.
Starscream just lacks the know how to use it properly.
(source material: IDW graphic novel:megatron origins.)

I'd say sarcasticly starscream could'nt even hit broadside do to his evil kackleing shaking his aim.

Because it only *disrupts* the systems, it doesn't destroy them, which allows the victim to reboot a short while later.

Cobra couldn't kill anybody either. Maybe it was Chris Latta's fault?

Add to that, ant TF knowingly going into battle against Starscream could have insulated themselfs from the full bunt of the Null rays and it is possible that they could also buil up an immunity for them.

At the risk of this turning into a crazy TF science thread, how would a machine build immunity to a physical reaction?

Deformation and chemical composition changes of shielding materials, leading to higher material resistivity, and thus, reduced reaction?

There not just machines.Their "Bio-mechanical living organisms".

And before you say thats just "Bay" movie Transformers, there was evidence that their metallic bodies were some kind of living tissue in the G1 cartoon and comic.

And all living tissue can build up a resistance any kind of

ir not just machines....their "Living Machines", thir "Bio mechanical living organisms.

And there's evidence since G1 that their bodies are as much living tissue as our skin is to us.

And any living tissue can build up a resistance to negative stimuli.

Firstly, Starscream IS grotesquely powerful. He's the Decepticons' Number Two (or Number Three after Shockwave), and one of their most competent soldiers.

His null ray is a great weapon for him as well, since it doesn't rely on concussive force or penetrating power, hypothetically it would affect even large, heavily armoured opponents, stunning them and making them easy targets for vicious follow up attacks.

Now, if you're asking why Starscream isn't so powerful on the G1 cartoon, it's just an example of the "Good Guys Win - Bad Guys are Goofballs" binary of Saturday Morning Cartoon logic. Even Megatron comes off as a loser in the G1 cartoons... and we're talking about a guy who is supposed to be able to nuke a small town in a single blast!

Japanese cartoons tend not to follow this logic so much... and accordingly, Starscreams in the Japanese produced TF shows are often much more competent.

Even back in the day (original 80's G1 represent!), I never considered the G1 cartoon to be the definitive continuity or definition of the characters... quite the opposite in fact. Even at that tender age, I knew Starscream was intended to be a much more dangerous character than he ended up on the TV show.

QFT. you hit all the points dead on. Starscream is not incompetent, he's just a victim of Saturday morning writing.
