Who would you rather see voicing The Fallen? As far as i am aware it hasn't been finalised but is between these 2.

Nimoy for Fallen, Welker for Soundwave. I can't see why anyone would want it otherwise.

Tough call because I like the voice acting work from both of them.

I'll say Leonard Nimoy though because I think his voice would stand out a little bit more and the Fallen's voice needs to something that will be an instant classic.

    Nimoy, please.

I have no problem with Welker's Megatron. His Galvatron, however, is another story.

While I think Nimoy could do the job well, would he even want to? I remember reading once (can't remember where it was a while ago) that he refused to even talk about his roll in the original film.

Can't imagine Frank Welker's voice will fit the fallen character.

There was a while where he refused to talk about Star Trek too. This hasn't stopped him from appearing all six of the TOS movies (even directing two and coming up with the story for VI), and appeared in episodes of TNG and now new-Trek. He'd do it if the money was right and the part could not be seen as being somehow "beneath" him.
