Because Starscream is supposed to be weak and because Starscream is traditionally 2IC.

 

Strength is not the only quality one needs to become second-in-command, mind you. This version of Starscream is a schemer, a plotter. Someone who used his wits and backstabbing nature to further his agenda, rather than his fists.

He also killed Cliffjumper and tossed Arcee around like a rag doll while berating her and damaging her emotionally (sorry, Kaijuguy   ).

 

So when will we get a Tuco and Starscream team-up?
