I can't load it either. I have the latest version of Flash Player too.  

Firefox gives me the black screen in the popup, IE tries to redirect to an upgrade flash page that isn't on the server.

Is a puzzlement.

 

Can anyone share what the pdf document says? I don't want to have to download if I don't have to.
