My neighbor went to work this morning and left her window open, the downstairs front window. We live in a townhouse, so the window is right there next to my door. Well her dog has literally not stopped barking since she left, barking non stop without taking a breath... Not sure how that is possible. But, I am 100% not exaggerating. Should I say something to her? Or wait to see if it happens again? I'm blasting music so I don't have to hear it. I have no windows open and can still hear the dog. It's unusually cold today, maybe the dog is barking at the window so it closes? I really can't figure it out.
The part where you say "wait to see if it happens again". Does that mean, it never happened prior to today? Is it a new dog or did she have the dog before today? Anyway, if she had to dog for a while, and the barking only started today, might just want to let the owner know her dog was freaking out. They may have changed something to cause the dog some grief. If it's a new dog, I say, let it slide for a day or two. See if the dog calms down.
No, it's an old dog, but I don't think she's had the window open since I moved here. To be fair, it's my 1st fall here. I moved in Winter and it went from Winter to Summer real quick. Like it went up to 80 in February.

Diplomacy almost never works with dog people. They never hear their own dogs barking all the time... or see them leaving steaming piles all over the neighborhood.
Let the dog smell your hand, climb in, close her window, exit the home, go to your home and blast "Atomic Dog" as loud as possible. Or call Joe Pesci.
You could report them to the super. You're lucky it's just bad when the window is open. My floor has a bunch of small dogs terrified by any sound or realization there are moving things outside of their little bubbles and I've heard them bark themselves tired on more than one occasion, even with our doors and windows closed.
Workout when they sleep and blow a dog whistle every 20 mins , I did this and my neighbour's trained there dogs not to bark
If you want to send a message - get bird seed/ feed and leave a trail up to / on the open window sill
