It looks like US Drench to me. Deluge seems to have a darker color for his main body and upper legs, and Drench has a variant with yellow instead of gold on the gun (which this figure has), according to TFU.info.

With a name like Drench/Deluge, he'd pretty much HAVE to.

Or else he'd have to go hang out with the pre-earth BW guys from Botcon.
"Yeah, man, our names don't make any sense either. I keep thinking something's going to happen."

water squrting transformers are the best.

A few beast wars shot water, I thought they were really cool, like megatron, and the green dragonfly guy

I don't think those guys squirted water, but changed colors when water was put on them.

    Or, maybe both.

A quick check at cobraisland reveals..yeah, he both squirted water and changed colors.

I dunno if these guys appeared in the comics, but if so, I have to wonder how that was worked into the story.

They never showed up in the U.S. comics. Maybe the U.K. ones? Doubtful.

The UK G2 comics were mostly an adaptation of the US ones for the last three issues. The first issue was a new story, which mostly covered the events of the first two US issues without the GI Joe links (as the GI Joe crossover wasn't published here).
