Targetmaster scourge is quite rare as he was packed one to a case or so many rumors have said.

Tons of transformers have been packed one to a case. It makes them shortpacked, not really rare.

If you don't count the unproduced G1 Unicron proto...

I'd have to argue with some of the Japanese G1 exclusives. Perhaps the dino cassettes (noise, graphy etc) or the white Headmaster exclusives.

A Transquito that actually sold when Beast Wars figures were on the shelves (besides it).

Targetmaster Scourge... rare? Consulting by handy file with G1 case assortments... yeah.
    - 1987 Decepticon Targetmasters- 3 Triggerhappy, 3 Misfire, 3 Slugslinger, 2 Cyclonus, 1 Scourge
The 1987 Targetmasters asst. replaced the 1986 Decepticon Jets assortment after only 1 year, which was
    - 1986 Decepticon Jets- 4 Cyclonus, 4 Scourge, 1 Ramjet, 1 Dirge, 1 Thrust, 1 Starscream.

Unlike most figures pre-1988, Cyclonus & Scourge were only around 1 year in each form, though they still got 2 back-to-back years they were released in. Scourge was the odd one out for Targetmasters.

The other figure that comes to mind with lower than others totals was Skids in the 1985 Autobot Cars assortment. He shipped 1 per case whereas the others were 2 per case. 1984 was the reverse for Mirage. He shipped 2 per case, everyone else was 1 per case.

TF fandom has been great with gathering data. It's too bad the GI Joe fandom has no info on case assortments. With a big enough forum and people posting the assortment numbers + the type of cardback (to tell what year it was), some real info could be gathered, likewise with actual catalogs or ordering info (some TF pages had those documents which precisely spelled out the case assortments' contents).

There were supposed to be 10 Lucky Draw Unicron of Lights (the green one) released, so I don't think that's even the rarest Lucky Draw. There are a couple that were also limited to 10, and I think one or two 1 of 1s but I forget which

This site's helpful regarding Lucky Draws and quantity.

well on the plus side, the Black Fire Convoy is one of the most common Lucky Draws (they made multiple runs of them for multiple contests)

Yup, I'd like to get my hands on one some day...too bad the Black God Magnus isn't also as "common" to go with it.

The rarest retail items I can think of are G2 ATB Megatron and Starscream, a repaint of Dreadwing and Smokescreen. They were never officially released. Hasbro sold the only produced copies in Cincinnati OH, which had become a test market when they bought Kenner.

Slightly modified versions were later used as Starscream and BB in Beast Wars II.
