The answer for me is Woody Woodpecker. Not funny and irritating.

For me?
- Pretty much everyone in Ed, Edd and Eddy (Never was a fan of the show)
- Karl (and to a lesser extent Pops) from Johnny Bravo
- Mandark's parents from Dexter's Lab

Both Bravo and Dexter took a turn for the worse when these characters were introduced. Luckily they both eventually picked up again.

 

Beast Machines - Nightscream all the way. Little dick. And Primal was very annoying and worthless as long as he was a religious zealot dick. I really did want Cheetor to take over with his shtick.
Beast Wars - At first, Cheetor. He was such a little turd until he starting maturing after the first couple of episodes. Then it was all good.

After that, there's plenty of annoying characters in different shows. Too many to name.

 

But without Ed it would just be Edd and Eddy, now THAT would be boring!

- Powerglide (TF G1) - Not entirely sure why, but I find him more irritating than Wheelie and Daniel put together.
- Quickstrike (BW)
- Silverbolt (BM) - Annoying enough on his own, but his addition to the cast simultaneously removed the most entertaining Vehicon general.
- Gil (Simpsons)
- The Goodfeathers (Animaniacs)
- Mr Myxyzptlk, or however it's spelled (S:TAS) - Good representation of the character, but I can't stand the sound of Gilbert Gottfried's voice.
- Mad Mod (Teen Titans) - Less the character, specifically, more that the episodes he was featured in were awful.
- Elmyra (Tiny Toons) - Bad enough for being annoying in Tiny Toons, on my list more for ruining Pinky and the Brain.
- Dirtboss (TF Animated) - Forgot his name? Don't worry, he'll mention it over and over and over before the episode ends.
- Roger (American Dad)
