Are the animals that the appeared at the end of Predacons Rising are Maximals?
They are definitely homages to the Beast Wars characters, and I'd guess that they are potential Maximals in the Animated continuity.
If there's any fiction after season 3.
Homage, at the most.

Looking at a couple of screen shots, those animals look huge. Maybe they ARE the Maximals, I'm surprised no one's brought up time-traveling bots yet.
They could be the result of Blackarachnia's research in the present being adopted by the autobot ministry of science!
but I doubt it.
It's just a homage, I won't be suprised if they never show up again.
It was a fan nod like Spike, Carly, Daniel, "I Dare to be stupid", or Wreck Gar throwing a G1 WreckGar, etc nothing more. A very funny fan nod, but it is only a nod.

The creative team has expressed interest in getting guys like Cheetor and Primal into Animated.
In the context of the fiction, I think the potential for those animals to be Maximals is definitely there.
As for this season, its just an homage. If Animated were to continue, then there was too much hinting and set-up for them not to end up as Maximals.
Yeah, Silent Magnus has it right. I believe it was Wyatt who said the team wished to have Cheetor introduced into the Animated universe. Something along the lines of "Everyone and their mothers wanted to put Cheetor in."

probs just a homage. the rat showed up on derrick j. wyatt's sheet of "OMG MAJOR SPOILERS". he didn't put anything big on the sheet so the rat and co. must not be key, just a very awesome homage
Well, it's worth remembering that Maximals (and Predacons, for that matter) can have mechanical alt forms, too - as shown in the sections of the IDW Beast Wars comics set on Cybertron.
Maybe there are proto-Maximals, or ones taking mechanical forms, in the setting already - that we just don't know about yet?
Well, it could have been as she said a "Hiccup" she did say "You have to be kidding me" in refrence to mabye those being the said hiccups, but still very doubtfull

I think it's just a well placed homage, as unless BA and Wazzzpinator traveled back in time (which is not likely considering the use of transwarp waves so far in the show only teleport people from A to B), I can't see how those animals could become Maximals. Certainly not by being experiments of BA's doing, as how would BA get ahold of a gorila, a Cheetah, and a rhino in Detroit and haul them into her lab on Dinobot Island? Probably the only unexplainable thing is the size of the rat, which is a size rats don't grow to anywhere as far as I know.
The chosen forms for the Maximal crew were probably just in the closing bit just to make the end more BW-ish, since the guest writers were from BW, the area looked dead-on like prehistoric earth almost, and the two BW inspired characters in the cartoon ended up there, one of them getting dismembered (the curse of Waspinator)
