What is the best way to get a light label (white text, image, whatever) over dark painted figures?

I have been using white label paper but I have not been as happy with the results as I could be. What is the best way to get the desired, professional looking, results?

Paint underneath the sticker in a white primer, exactly the size of the sticker (maybe a little less to be safe). Best I can suggest.
