In ROTF Leo was able to hold on to Simmons and keep him from getting sucked into Devastator’s vortex, but Skids was not able to hold on to Mudflap. Is Leo as strong as the average Cybertronian, or is there an additional factor or something (the Twins fiddling around too much, scrambling for a better grab)?
Mudflap had a gun and so was able to blow up half of Devestator's head. Simmons did not have a gun and so could not blow up half of Devestator's head. He also needed to make the Devy-has-a-scrotum joke later on, so he couldn't die yet. Problem solved.
Considering Devastator sucked up the big van they were hiding behind prior to them making a run for it, and taking into account that a van is much heavier than two humans, I would suggest that Devastator also has a magnetic attribute to his Vortex that makes it easier for him to suck up metal things, such as Cybertronians.

Hey guys, I just noticed that Spike, Sparkplug, Chip and Carly never change their clothes throughout the first seasons of the G1 cartoon series. Do you suppose that maybe they're actually manifestations of omnipotent space gods, who are merely observing Transformers like guinea pigs in a virtual world of their own making? That actually makes quite a bit of sense! I always attributed the van getting sucked up but not them to the van just sitting there, but the humans would most likely be providing opposing resistance. Granted, that makes them as strong as Superman, but it's Revenge of The Fallen.
