These are just a few off the top of my head, so I'm sure I've missed a few. My vote's gonna have to go to Airachnid for lamest Decepticon. Why:

    - Generic "seductive serial killer" personality. I use the term personality loosely.

    - Waste of budget and casting space. Her role could have been filled in by a more archetypal character like Lockdown or Slipstream. Instead we got a half-assed Blackarachnia/Tarantulas homage. And when every other character on your show is a great pick, that's a big loss against you.

    - Contributed nothing. Airachnid contributed nothing to the plot of her show, the overall mythos of Transformers, and the archetypes of The Hunter and Girl Decepticon that she was supposed to represent.

I kind of liked the tiniest combiner. (Reflector) I agree with you on Airachnid though.

I'm annoyed that Reflector is on this list!

And I hate the show "Prime" but Airachnid was the only character I actually liked.

My vote is any Decepticon with Bayformer ties.

From your list, demolishor. Especially because he was one of the few interesting things about energon before being rebuilt into that idiot.

Off your list, movie starscream probably ranks high up there for being such a suck up, never actually showing treachery to Megatron, and being killed by Sam the way he did.

Reflector i like and arachnid wasn't bad but demolisher and snow cat were annoying and Alice was just weird, so other

Liokiser: his own troops are way better than him and he thinks he can take down deathasorus by himself.

He defined storm-trooper aim much like demolisher. Honestly their aim is worse than misfire

I think Airachnid is fine. She had a great design, VA, and creepy aspect. She wasn't my fave or anything, but definitely not the 'lamest' I could think of.

I also liked Reflector. Three bodies and one personality? That's a cool concept.

The Predacon (not quite the same thing as a Decepticon but they are on the 'bad guy' side of things) I always thought was lame was Quickstrike. "YEEHAAAW, I GOTS AN ACCENT FOLKS! COWBOY COWBOY COWBOY."

But overall, I would say the lamest I've seen so far were indeed Snowcat and Demolisher. The yodeling and the chest-pounding and the skiing through space . . . ugh. What gets me is that Demolisher and Cyclonus were perfectly fine characters at the START of Energon. Demolisher in particular I had high hopes for, considering he was working with the Autobots but not really part of them, but reluctant to betray them at first. Then the writers just threw that all away in favor of making him a . . . space gorilla?

I always think Bay-verse Megatron is just such a pathetic excuse for a villain. He's pretty much did nothing spectacular as a villain aside from sucking at his job and get his ass kicked at least once in each movie. He's so bad, that he pretty much makes G1 Megatron looks like a genius in comparison.

The same thing also applies for any other Decepticons in the movies espiecally Devastator and the Vehicon drones in the Prime TV show. They pretty much did nothing aside from stands there, get shot and killed by the Autobots.

    Completely agree about Quickstrike.

Stranglehold. What were they thinking with that shell?!

RID Decepticons. Most do have character I grant you, but the animal themed bot modes are silly. I do like Quillfire and Springload as characters though and Steeljaw is a great villain.

The Insecticons. Boring one dimensional sadists that didn't look like Insects.

G1 Blitzwing. Just another boring, generic thug.

    Scalpel

    Marvel Ratbat.

Nitro Zeus. Mainly for the stupid name. As bad as Banzai-tron.

    Movie Frenzy

    Igor

    Animated Constructicons

Animated Blitzwing. Sang Itsy Bitsy Spider in his first scene?

    Animated Soundwave

    Devestator

    Bruticus

    Hellbat. Cheap, unlikable Starscream wannabe.

IDW Ramjet. A third rate Starscream knock off.

IDW Jhiaxus. Mad scientist and an insult to his G2 self.

Beast Wars Scorponok. Whiney voiced sycophant and an insult to the Marvel G1 character.

IDW Blast Off. Creepy. Just creepy.

IDW Thunderwing. Insult to his G1 self without his most interesting trait, the Matrix Affinity. Reduced to a mindless monster by IDW.

IDW and Regeneration Scorponok. One dimensional mad scientist and an insult to his Marvel self.

    Animated Lockdown. Ugly head design.

Movie Lockdown. The main villain in a Hollywood blockbuster and they gave him that badly acted, corny voice?

    Animated Stretch

    Animated Oilslick. Ugly design.

Waspinator. Likeable character but the insect styled head on his bot mode is silly.

Ohhh, I completely forgot TFA. I love TFA overall, but it was one of the few series where I liked the Autobots better than the Decepticons.

TFA Lugnut - Look, I like the idea of a loyal Decepticon. But that was kind of . . . his whole personality? Just being loyal? Not very interesting.

TFA Blitzwing - LAAAAME. His "gimmick" of switching between three personalities outright annoyed me. Like Lugnut, each personality was very flat and one-note. The "lolrandom" personality was so irritating.

And he switched between them too often. I think it could have worked if he'd stuck with one personality throughout each episode instead of flipping every few minutes.
