the only explanation i can think of are: too many whiny people affecting peoples decisions to have them in the movie time (both running time of the movie and time adding their only scene to the film) budget either way i hope to see them in deleted scene for the eventual home release
It would have been nice to have some explanation in the film especially since they were seen in vehicle mode. An explanation for Jolt would have been good too since not everyone reads the comics. I never had anything against the Twins but having a scene like what was in the novel would have probably made a lot of people happy. I don't think they really counted Brains and Wheelie since they were with Sam and not N.E.S.T.
