    actually if you watch carefully, jolt doesn't have the middle "horn/antenna" on his head in the movie, his head is not accurate to the toy, his head is much more rounded, perhaps a battle mask.
    however his mouth area looks accurate, but he is pretty blurry in all of the scenes he is in, so its hard to tell.

    The toy is based on that original concept art. If you look carefully, the Volt has still the concept car headlights and not the final vehicle mode that was in the movie. The last version with unfinished head can be seen in this topic and in the screenshot thread.
