I think it's more that they aren't Cybertronians.

Or maybe they are, if Lithonians originally came from Cybertron.

But they definitely do transform. Maybe not in the actual animated movie, but they did in the Marvel comic adaptation, as seen in the profiles posted above.

 

Its so god damn 80's looking its hard for me to look at them lol. Alt modes look like poop but I never knew they could transform. Thats pretty awesome.

I can't say I've seen that Octane before.

 

I always took it when I was a kid that Lithonians and Junkions were the descendents of the various Autobots who escaped Cybertron early in the wars, much like those from Paradron.

 

I wonder how much it sucks to fly face-first?

I always hated how the comic made the Lithonians able to transform as well. It took away the specialness from Cybertronians being able to transform in my eyes.
