the character, the voice, the design, why they didnt use the vocoder?
Because Bay hates the fans and likes to ruin transformers.
Seriously though, I think they didn't vocode it mainly because they went to the trouble to get Welker to do a voice, that they actually wanted him to get to "do" a voice.
Also back in G1, Welker was doing the Dr Claw voice the whole time anyway. You can see it in a few episodes of season 3 where they forgot to vocode it.
i like the voice in the movie, he is my favorite transformer, just wondering if they talk about him at all, like the design or whatever.
They didn't use the vocoder because Frank Welker hates it. Seriously.

Something about not liking how the effects overshadow his own performance, IIRC.
I don't like it either, it makes him too hard to understand.

They're going to spend a whole commentary/special feature talking abut a character that had less than 3 minutes of screentime?
There is quite a bit of concept art for him, I think. That's what I heard at least.
Why not? He's one of the few Decepticons to perform his job competently in the movie. He should get an award.
