Considering Cyclonus and Scourge didn't exist until the '86 movie, I'd say they probably aren't the oldest.

How can Cyclonus and Scourge be the oldest Decepticons when they were only created in 2005?

So a human baby is as old as its parent?

As it was told, Thundercracker begat Scourge and Bombshell begat Cyclonus.

To actually answer the question asked:

Kup is the second oldest Autobot. The oldest being Alpha Trion (who may or may not have been one of the first Thirteen Primes as well. Huge speculation about that). The oldest Decepticon is probably Megatron, as the Decepticons didn't exist before he came along, and as he was the first Decepticon, he would also be the oldest. Are there older bots serving under Megatron? I honestly don't know, but I would go for Megatron anyway.

The transformers who would become Decepticons very likely did. He didn't build them all from scratch.

The topic seems geared twards the G1 toon.

    So, there is no Primus.

    This is all continuity specified.

And it seems that thev op was talking about the G1 toon.

In the G1 toon ,Megatron was not the first Decepticon.

In which case, Alpha Trion is the oldest Autobot, not counting the ones who rebelled against the Quintessons who weren't technically allied in factions yet. Of course the G1 cartoon had so many continuity errors and plot holes it was comical. But in regards to the G1 cartoon, I would say the oldest Decepticon that we know of that has a name, would be Megatron.

The answer to all of the above, is No.
Either Kup or Ironhide is supposed to be the oldest known Autobot, and Alpha Trion is much older than both. Of the 3, Kup is the only one around post-movie.

In spite of looking like a kid, Wheelie may not the youngest. Keep in mind that a lot of newly-built Autobots (& Decepticons) look like adults. Examples of this include the Dinobots, Aerialbots, and most definately the Technobots. In fact, the Technobots are younger than Wheelie (cartoon-wise).

As for Scourge and Cyclonus, remember that they used to be Thundercracker and Skywarp (or Thundercracker/Skywarp and Bombshell, depending on what you believe). The Insecticons landed on Earth prior to the mainstream Decepticons, but that info alone doesn't give you any idea of their ages. TC and SW are about as old as Starscream, and not much about him screams "old".

In the movie, beards and goatees were added to give the actors more information about their characters, to "flesh" them out as it were. Because of this, Wreck-Gar, Scourge, and the Quintesson Executor seem more expressive, in spite of being robots. (Alpha Trion also gets this treatment in Seasons 2 & 3.)

Maturity wise, the G1 seekers are like teens/young twenties. So I doubt that Cyclonus and Scourge are the oldest Decepticons. Megatron seems like a gruff 70 year old and Soundwave seems like his old drinking buddy. Shockwave a little younger. The Insecticons and Constructicons seem to be about the same age - middle age. Rumble and frenzy are juvenile delinquents. The ages are relative to human growth and maturity to demonstrate their respective ages.
So in descending order of oldest to youngest:
    1. Megatron
    2. Soundwave
    3. Shockwave
    4. Constructicons & Insecticons
    5. Starscream, Thundercracker, Skywarp, etc.
    6. Rumble & Frenzy
The Autobots are not as clear. Ironhide seems older than Prime, as does Ultra Magnus. Kup seems older than everybody except maybe Iron Hide. The Dinobots are literally millions of years younger than everybody introduced before The Movie as they were created on Earth. But establishing a hierarchy is much harder as the Autobots lacked some of the personality bestowed upon the Decepticons in G1 cartoons. My best guess:
    1. Kup
    2. Iron Hide, Huffer
    3. Prime, Ratchet, Brawn, Skyfire
    4. Jazz, Perceptor, Hound, Trailbreeker
    5. Cliffjumper, Beachcomber, Mirage, Red Alert, Infrtno, Hoist, Grapple
    6. Sideswipe, Sunstreaker, Bumblebee, Hot Rod, Blur, Arcee, Blaster
    7. Dinobots

Not as many continuity issues as some may think, but thats a different debate.

And, it may be that the Construticons are older Decepticons then Megatron is.

There is a shot that suggest they built Megatron.

The evidence suggest that its Bombshell.:thumbs2:
    Hardly prior.

The Insecticons were part of Megatrons crew on his war ship.

That ship crash landed at about the same timnev the Autobot ship did.

Eh, I never got the Kup/Ironhide debate. Even as a kid, I always figured that Ironhide was oldest in manufacture date and Kup was oldest continously "active."

Except that in the first episode with the Constructicons, Megatron said that he built them. Which is why I said the G1 cartoon is full of continuity errors and plot holes.
