IDW did it fine in their first couple of mini-series:
    Bots:
    Prowl
    Jazz
    Bumblebee
    Ratchet
    Ironhide
    Wheeljack
    Sunstreaker

    Cons
    Starscream
    Skywarp
    Thundercracker
    Runamuck
    Runabout
    Blitzwing
    Astrotrain

--->Megatron and Prime show up later. That was the best way I've seen it done, to this day

Yes, got to give props to the IDW approach. That was a good, slow introduction to the characters and the story before Optimus took over the mainline of the plot.

    My "personal team" consists of:

Optimus Prime, Bumblebee, Ironhide, Wheeljack, Cliffjumper and Hot Rod.
Optimus is the leader, with Ironhide doubling up as heavy weapons specialist and someone Optimus can talk to. Bumblebee is inexperienced but rational and ready to please. Wheeljack is the mechanic, usually talking Hot Rod or Bumblebee into testing his gizmos. Cliffjumper has issues with Prime, he prefers to take his lead from his old drill sergeant Ironhide. Kind of the rebellious voice on the team. Hot Rod is a newcomer, still trying to find a way to fit in. He's impulsive, but slightly scarred from losing his previous team on a mission.

    Decepticons
Starscream, Thundercracker, Skywarp, Soundwave, Reflector, plus drones
Starscream is the initial leader, he finds the Autobots on Earth after tracking Hot Rod there. Thundercracker doubts the "destroy it all" policy of the Decepticons and plays a noble yet still villainous role, while Skywarp is a bit of a thug. Soundwave takes a back seat as a tactician / liaison with the larger Decepticon command structure. Reflector is just there as a technician, sort of a rival to Wheeljack. He runs spy operations and maintains the drone armies, but he's basically just a named generic. The drones take different forms, initially Cybertronian but later on Earth-based as the Decepticons start stealing human military tech to build themselves some new drones.

Later on Megatron arrives on Earth with his personal bodyguard, Lugnut.

The Autobots are not confined just to Optimus' team on Earth - they crashed there millions of years ago fleeing the Decepticons and on reactivation have gone into hiding as various cells in different cities and locations around the globe. A second cell operates on the far coast under the leadership of Jazz. When the Decepticons attack, there is an element of MASK / RiD where Optimus assigns team members for the mission.

The Decepticons have a galaxy wide empire, with Megatron one of four generals in charge of the Milky Way galaxy. Other Decepticons are summoned by Megatron / dispatched to earth by the Decepticon Emperor. And yeah, at least one of the other generals would make an appearance eventually to replace Megatron after his repeated failures displease the Emperor. I'm thinking Galvatron for that role. Sort of a "you beat him and he was dangerous, I'm ten times stronger, far more merciless and insane to boot".

It's a concept for a Super Robot Wars Original Generations style game I was developing. The multiple cells idea is mostly to quickly introduce different teams of characters. It provides an easy way for new members to turn up, especially since some of these guys could have been out of contact for a while, like an agent whose codename is "Daddy" up in Detroit.

With a reboot I would do away with the Autobots and Decepticons and instead create two brand new factions. I would return to the Generation One universe and set the reboot after the events of Beast Machines about 500 years later with no Maximals or Predacons.

I would have the leader of the new bad side as a new Galvatron, as the name Megatron is now used as a insult. The new good guy leader would be a general called Optimal Maximus. This new conflict starts after a series of issues that becomes worst each time for both sides. Then somebody makes the first strike and a battle takes places in the streets of Cybertropolis. Not long after that the entire planet is a war zone and later on the conflict spreads to other worlds with Cybertron colonies.

    Primax:
Optimal Maximus (Decedent of Cheetor and holds highest rank in Cybertron army)
Grimlock (Now more like Kup and the only figure online to known Optimus Prime)
Bulkhead (Decedent of the Autobot Ironhide)
Bumbus (Decedent of the Autobot Bumblebee/Goldbug)
Battrap (Decedent of Rattrap and Botanica)
Slasher (Decedent of the legedary Dinobot)
Orbital (Decedent of the Maximal Silverbolt and Blackarachnia)
Thunderwave (Decedent of the Decepticon Thundercracker)

    Galvacons:
Galvatron (Former general in the Cybertron army, Optimal's former commander)
Hyperblast (The Starscream of this generation)
Road Kill (Decedent of the Predacon Waspiantor)
Seeker (Decedent of the Predacon Terrorsaur and student of Hyperblast)
    Novatron (Decedent of Bludgeon)
    Spark Crusher (Decedent of Skullgrin)
    Starwarp (Decedent of Skywarp)
    Blast Zone (Decedent of Blitzwing)

My vision is of four factions... essentially Transformers RISK on Cybertron.

The Autobots, lead by Optimus Prime. Mostly the '84-86 Autobots. They would be lead by Optimus Prime and Ultra Magnus, two of the remaining Cybertron Elite Guard ruling council. Most of the Autobots are, in fact ex-elite guard rank-n-file to the point that it could be considered what the Elite Guard morphed into once the civil war got under way. The Matrix is crucial to their belief system. They were properly founded by Sentinel Prime, who was an ineffective leader and killed by Megatron. This Optimus is certainly G1 prime, but more morally ambiguous. He is a military commander at war against a brutal enemy. He is not a pacifist.

The Decepticons, co-led by Megatron and Shockwave. One conquers, the other administrates. Megatron was the first non-aristocrat to become a "Prime" (Megatronus Prime). He was a very capable, if stern Elite Guard commander, until his philosophy about the place of Transformers in the universe evolved. He became convinced that the old order was hopelessly corrupt, and that Transformer life, the most evolved in the universe, should naturally rule everything for the betterment of all. Many of his subordinates in the Elite Guard - Shockwave, Starscream, Soundwave, Skywarp and Thundercracker - broke away from the Elite guard and forged the core of the Decepticons. Megatron is currently winning the war, controlling over half of Cybertron, but is constantly on the defense against challenges to his and Shockwaves rule from Starscream, Scorponok and others.

The Destrons, lead by Galvatron. Galvatron was a failed attempt by Shockwave to clone Megatron in much the way he had cloned Starscream and reflector to bolster the nascent Decepticon ranks. The attempt produced the insane Megaplex who simply wanted to destroy and exterminate life, rather than rule over it. Megaplex modified himself to forge a new identity - Galvatron. If the Decepticons are conquerors, the Destrons are genocidal nihilists. Their ranks were fueld by like minded Transformers, most of whom represent 86-89 Decepticons (such as the Terrorcons, headmasters and so forth). Galvatron is flanked by Scourge, Cyclonus, Straxxus, and two monstrous Autobot clones (courtesy of Shockwave)... Metrotitan and Nemesis Prime! They're the smallest faction and subject to constant infighting, but Galvatron's insanity and recklessness had lead to improbable victories and make this faction feared above all others (they do not take prisoners). They are the enemy of both Autobots and Decepticons, who view them as a perversion. Their shield is the G2 Decepticon logo.

The Maximals - Officially the 'Cybertrons', the Maximals are lead by Fortress Maximus who with Optimus, Ultra Magnus, Sentinel Prime and Megatronus Prime formed the last Elite Guard ruling council. Maximus and his faction were initially Autobots, who broke off from that organization as they saw the Autobots under Optimus Prime engage in increasing militant actions, like weaponizing the next generation of recruits (i.e. Warpath, the Airielbots), seeing them as doing almost anything to defeat the Decepticons, irregardless of the devestation if brought to Cybertron and Cybertronian society. The final straw came with the construction of the "Fortress" transtector, the most powerful Transformer weapon of war of all. Intended for another Autobot, most likely Ultra Magnus, Maximus stole it and permanently (as is its nature) binary bonded it to himself. Denying the Autobots the ability to use it against the Decepticons, he and his faction ('87-89 Autobots, especially any "-masters") left to form their own "peacekeeper" faction that treats the conflict less like a war and more like a police action to maintain and guard pre-war Cybertronian society. They are enemies of the Decepticons and Destrons, and non-militarily antagonistic with the Autobots, who they see as somewhat fanatical in their matrix beliefs. They have no name for themselves besides the name of the race of all Transformers but are called "Maximals" in reference to their leader by the other factions. They have no face shield.

The Plot - the core of the plot is over territory... control of Cybertron itself. All four factions fight for territory, and only one can truly win. The Autobots and Decepticons engage in an arms and technology race to this end while the Maximals seek to constrain them both, and whenever the mad dog Destrons manage to win a victory, they pretty much slaughter everyone not wearing their mark.

No Primus. No Unicron. No humans. This is Transformers-at-war for adolescents and older on Cybertron.

This is all that's important for me. I've grown very tired of humans dominating Transformers stories. Transformers stories should be about Transformers! Not about the humans who they associate themselves with.

Set in the UK Marvel future after Rodimus Prime. The Autobots did not become Maximals in this timeline.

    Autobot cast:

    Primera

The first female Prime. She's aided by a former Prime who gladly passed the Matrix to her.

    Prowl

Never one for the limelight, preferring to act behind the scenes. He's quiet and logical, ever the voice of reason. He become Autobot leader for a time, having survived the shuttle attack. His Prime form is Energon Checkpoint which he retained. He had received the Matrix from Rodimus who left for reasons and parts unknown.

    Tigatron (Device Label form)

Primera's loyal bodyguard. Once called Nightstalker and has been bodyguard to a number of Primes. He bears a grudge against his former partner, Ravage.

    Sideswipe and Sunstreaker (Dreamwave version)

    Repugnus (Dreamwave version)

    Skram. Young hero.

    Villains

Shockwave rules the Decepticons. Galvatron has long since disappeared.

Thunderwing returns and wishes to attain the Matrix. Aided by Ruckus (in a repainted form of Cybertron Defence Hot Shot).

Sixshot is one of Liege Maximo's lieutenants. He is believed by many to be the ultimate realisation of Cybertronian evolution and has attained legendary status among the colonies. He believes the Liege Maximo has become stagnant, losing his warrior's edge and secretly wishes to replace him and restore the Cybertonians to what he believes to be their true warrior's heritage.

Unicron has resurrected Scorponok and given him command of his Terrorcon armies. They are a threat to Autobot and Decepticon alike. The Decepticon's honourable side is slowly resurfacing.

My reboot would actually resemble my fanfiction premise, where Optimus engages in a dire, solitary struggle against a horde of Decepticons, who are rebuilding after their ruinous defeat in the Great War.

The Decepticons used an ancient Quintesson device, the Forge, to transform themselves into horrifically powerful monsters in order to make up for their few numbers, but it didn't work. So instead, Megatron has shifted focus, intent on building an endless horde of his own, with the logistics to back it up. That said, if he ever finds another Forge, he would gladly use it on his army again. There aren't many of the Forged Decepticons left, but there are still enough to be dangerous. Among them include Obsidian, Strika, Starscream, and several others. The rest would be recruits acquired after the Cybertronian Forge's destruction, along with cannon fodder enslaved with Cerebro-shells that destroy the mind, leaving it good for nothing but gibbering violence, as well as other gruesome troop-making experiments.

Obsidian would be like a mix of RotF Grindor and Animated Waspinator in physicality, with his BM incarnations intelligence and a quiet dedication to his cause. Strika, on the other hand, would be built like a gorilla and have Lugnut's style of fanaticism. Starscream would have an form similar to his movie incarnation, only with thinner shoulders, wings, and he would be Megatron's chief scientist, only with his own aspirations to power.

Optimus, meanwhile, would stand on his own. He would acquire useful allies in the form of the humans and Transformers he rescues from the Decepticons, but these allies provide only support functions, such as engineering, armory, medicine, and local reconnaissance. On the battlefield, he would be alone.

Wow, reading some of these make me glad some of you guys aren't in charge... :lol

Now it's MY turn to put a concept out that make some of you glad that I'M not in charge :lol  :

I'd make the Decepticons a HUGE threat, and put them in charge of several star systems. Autobots are scattered into smaller groups, eventually planning on taking back Cybertron and liberating the other systems from Decepticon rule.

Now, for the show, it would focus on Earth. A group of Autobots crash land and go into hiding and build a base for themselves.

Optimus Prime - Young bot recently promoted to "Prime". Serves as a positive role model to the rest of his team. Transforms into a semi truck with a trailer that becomes a battle base.

Silverbolt - Knight in shining armor. He believes in his spark that good will triumph over evil. Sometimes can be very naive. Transforms into a jet.

Nightbeat - Cool-headed detective. He tells it how it is, and he tends to get himself into sticky situations when following a lead. Transforms into a sports car. Partnered with human Detective Frank Muzzle.

Ratchet - Chief medical officer. Not built for combat, but never gives up, no matter what. Tends to let his feelings get in the way of rational decision. Transforms into an ambulance.

Bumblebee - Scout. He's cocky and believes that he can do anything, despite his small size. He has tons of gadgets that assist in his scouting. Transforms into a small car.

Decepticons - Megatron has several "generals" that he oversees and they in turn each have their own troops.

I'm running out of time because my wife keeps nagging me to hurry up so we can go grocery shopping, so here's the gist:

Megatron - Ruthless. Is responsible for destroying the Autobots in his sector, and takes orders from someone up higher... Then his troops are:

Starscream (based on a mix of all the SS's and his troops are all jets)
Scorponok (based on a combo of Marvel and Energon Scorp and his troops are a mix of cybertronian war vehicles)
Predacon (based purely on BW Megatron, and his trooops are all beasts)
Thunderwing (based on Marvel Thunderwing, and his troops are all earth military)

The reboot, as in a new comic or cartoon series, or (thinking bigger) a toyline with cartoon/comic series?

I'd probably want for my first wave
    Autobots:
    • Optimus Prime
    • Bumblebee (later "Goldbug Bumblebee")
    • Ironhide - as weapons master and Prime's bodyguard
    • Jazz - the best there is at what he does.
    • Prowl - The level-headed analyst and strategist who often serves as field commander when Optimus is otherwise occupied.
    • Ratchet - The doctor who'd rather be having fun than performing feats of 'junkyard surgery', but still the best on or off Cybertron.
    • Wheeljack - A top-notch engineer, with a hazardous safety record.
    • Windcharger - magnetic warrior with a short attention span. Fastest Autobot off the starting line.
    Decepticons:
    • Megatron
    • Soundwave
    • Rumble
    • Laserbeak
    • Starscream - as Megatron's #2 and would-be usurper
    • Shockwave - as Megatron's general, best suited to be #2
    • Triggerhappy - one of Starscream's wingmen (think "evil Tackleberry")
    • Thundercracker
    • Apparition - stealth specialist; the one counted on to keep Starscream's air warriors together when he's off being mutinous.
    • Barricade - still acting as an infiltrator and interceptor
Yes, my 1st wave would have a whopping 18 characters and leave the Autobots with a slight disadvantage (unless they can keep Soundwave's agents off the field).

    Wave 2 would consist of:
    Autobots:
    • Ultra Magnus - in command of Autobot operations in Iacon
    • Blurr - Magnus's courier; super-speedster
    • Rodimus ("Hot Rod") - slightly younger than Bumblebee and Windcharger, a junior officer known for thinking with his engine rather than his head. Gives Magnus, Prowl and Ironhide (the adults) fits.
    • Jolt - scout and saboteur under Bumblebee's direction. Often paired with Windcharger in combat. As fuel-efficient as Bumblebee.
    • Daytonus - a stock car Autobot; master of high-speed racing and combat.
    • Sideswipe & Sunstreaker - fraternal twin supercars and warriors.
    • Springer - in charge of the Wreckers, the Autobot "irregulars".
    • Roadbuster - Wrecker, often serves as Springer's second. Transforms into a ground assault vehicle (like a jeep or humvee).
    • Whirl - Wrecker aerial assault trooper. Like Roadbuster, his body was designed by Jetfire.
    • Ironfist - Wreckers weapon master. Occassionally prone to hero worship.
    • Jetfire - In spite of being a phenominal air fighter and officer, prefers to serve as a scientist.
    • Elita-One - Optimus Prime's consort. On Cybertron, leads an all-female regiment.
(Jolt, Daytonus, Hot Rod, Sideswipe, Sunstreaker, Inferno, and Jetfire would join Optimus's crew on Earth.)
    Decepticons:
    • Darkstar - mistress of fear and Dirge's lover
    • Dirge - master of fear (but not courage)
    • Slugslinger - air warrior and dirty fighter. cowboy-ish.
    • Thunderwing - air warrior (and junior officer) under Starscream. Specializes in aerial reconnaissance; has aspirations to rise through the ranks.
    • Frenzy - Rumble's brother. Uses ground-shaking ability as well as being able to produce low-frequency soundwaves to drive opponents mad. Maniacal fighter.
    • Ravage
    • Reflector - whether 1 robot or 3, a digital camera.
    • Goliath - rolling assault vehicle, known to either smash into his targets in vehicle mode or launch missiles at it to soften it up.
    • Smolder - saboteur specializing in firebombings. Disguised as a fire rescue vehicle to better watch his handiwork.
    • Thrust - likes to announce his presence in order to psyche out the enemy before he arrives (Apparition hates this). Fast, acts tough, but secretly cowardly.
    • Ramjet - tough air warrior with a reputation of smashing into enemy aircraft headfirst.
    • Fangry - roughly Bumblebee's age, a foul-mouth nightstalker with a reputation for disrespecting his superiors. (Fears Megatron just enough to not butt heads with him.)

The plot would involve Optimus's team fighting both to defeat Megatron as well as protect the Earth. Any human allies in the series would have to be older than middle school age (13-early 14 or 8th grade), unless acting as the main human's younger sibling.

    Bots
Optimus Prime - Same type of truck that he is in Bayformers, but with a more G1-ish paint job
Bumblebee - Yellow 2012 VW Beetle
    Ironhide - Red 2011 Ford E-Series Wagon
    Ratchet - Ambulance
Jazz - Silver 2011 Audi TT Coupe

    Soundwave - F-117 Nighthawk
    Shockwave - Cybertronian hover tank

    My teams would be:

    Autobots:

Optimus, a young but eager adventurer who's rough around the edges, but tries compulsivley to do what is right and good, even if he occasionally botches the finer details. He'd be a bigass tow-truck with a very buff, but shorter robot mode, sorta similar to Optimus Primal's but with more Optimus-y attributes.

Jetfire, a cranky old buzzard who looks after Optimus, has a heart of gold but would never show it, repressed inferiority complex about his age despite his ableness to kick serious ass constantly, which is why he and the human get along so well. Very movie-like, but turns into a black private jet-type aircraft.

Ironhide, Optimus's not-much-but-still older best friend who tries to take after his good-deed doing but fails to grasp the idea of true selflessness, gets along sometimes with Jetfire since both are reluctant to get with the times, but often jokes around with him much to Jetfire annoyance. He'd also be pretty movie-like and turn into one of those dumptrucks you see driving down the road.

Jeffrey Scott, an aging former action movie star that did all his own stunts that took up dramatic acting before retiring to a quite farm home in the country, an accomplished mixed martial artist and all-round hard MF, he discovered the Autobots when they crashed on his property, took them in and they live on his ranch in one of his barns, he routinely helps them on missions and even on occasion takes on Decepticons using his wits and nimbleness. (is that a real word?)

    Decepticons:

Megatron, a melodramatic conquerer, gleefully evil and cruel, often torturing his enemies with his bare hands, while torturing his troops with his hamminess, not that they'd object since he'd tear off their own heads an bludgeon them to death with them if they did. He'd become an F-22.

Shockwave, a stuck-up know-it-all, doesn't agree with Megatron's methods of slow torture when he believes a quick death saves time and effort, but he shares his main ideals and Megatron's cruelty is rubbing off on him. He'd be a Warthog fighter.

Strika, a no-nonsense, fanatically loyal brawler, shares Meagtron's sense of sadistic torture and entertains his overdramatic bouts, though secretly wishes he would just shut up and get to conquering sometime. She'd be one of those armoured troop carriers like Wreckage from the movie line, but impractically giant-sized.

Obsidian, hates Megatron in every way imaginable, but knows he is the best leader in these times of struggle for the Decepticons, a fact that torments him to no end, as soon as their war is won, he will do everything he can to bump him off and take his job, has an intense rivalry with Jeffrey Scott. He'd be an Osprey, not very creative but still cool.

Megatron would come to Earth wanting to rule it, but gets in a fight with Optimus who is going to explore it. They fight, and their ships crash. The two teams basically are trying to contact their respective armies while stopping the other. Eventually Megatron just gives up and desides to wreck the whole planet, and Optimus and friends have to put a stop to him in an all-out war that rages for some time.

Okay so in mine Optimus sacrifices himself to kill Megatron and the Decepticons rule most of the galaxy. Also, I'm not a car expert.

    Autobots
Jazz-Forced into the role of leader and is struggling to keep the team alive
(Animated alt-mode with G1 robot mode)
Ironhide-Second-in-command and helps keep the team upbeat and optimistic
(Red movie truck with G1 robot mode)
Springer-Doesn't give up and is friends with Blurr
(Basically G1 design with modern helicopter and car modes)
Blurr-Scout who is always relaxed and friends with Springer
(Like Animated Blurr, but with a modern car mode)
Warpath-Fun to be around guy who gets serious when he has to
(One of those army jeeps with the cannons and G1 robot mode)
Red Alert-Newbie medic who wants to learn from all the experienced bots on his team
    (Just like Armada Red Alert)

    Deceptions
Shockwave-New commander of the decepticons who is logical
(Turns into a modern tank and robot mode is like animated, but beefier and a gun arm)
Thundercracker-Skywarp's buddy who is really smart but clumsy and unsure of himself
    (G1 basically)
Skywarp-along with Thundercracker got rid of Starscream
    (Basically G1)
Blitzwing-crazy guy who is a ball of energy
    (Animated with G1 head)
Bruticus-ultimate fighter who has a military mind
    Swindle-Arms Dealer(Animated truck,G1 robot)
    Vortex-Cocky(G1)
    Blast Off-Tactician(G1)
    Brawl-Tough Guy(G1)

Also to be fair, this is Transformers we're talking about here, not a realistic franchise where either team can mount a viable assault on free television, and where godmode characters like Omega Supreme are only a segway themesong away. :)
