I don't know if I can recommend a "best" since there are so many different looks for Hulk, but my personal favorite is the classic Kirby Hulk from Marvel Legends (Galactus series).

Hulk (Grey) - Marvel Legends Series 09 (Galactus)

He's HUGE, he's nicely articulated and he comes in gray or green. Of course if you're into a more modern look then this is probably not the Hulk for you.

My favorite modern Hulk is Planet Hulk from Hasbro's first series of Marvel Legends.
Marvel Legends Series 1 - Planet Hulk (Steel Arm) - Marvel Figures (Hasbro) Marvel Legends

Two versions, one with a 'metal' arm and one with two regular green flesh arms. I prefer the one with two fleshy arms and I display him without the armor - he looks more "Hulky" to me that way. :)

The Target Exclusive was clearanced out pretty hard by the end of its run, it was originally 19.99 I think, and I saw dozens on shelves for like 3.99 by the end. Which means it's probably going for $200 on ebay right now then, right? ;)

The Marvel Legends version can be pricey new, but I have seen people selling off their collections and it can go cheaper.

I really like the Marvel Legends Rulk that has been repainted into Green Hulk. Can't wait for him to be released this fall. He'll be my first green Hulk.

While the above choices are good ones, I would recommend the "face-off" Hulk that was packed with the leader. Being a long time Hulk fan, the comic-book likeness of the figure wins it for me. Here are a link of him:

I love the sculpt on the one Liger posted, but the lack of a stomach hinge moves the one I posted up on my list personally. Just a touch more articulation, and wider shoulders too. Also, that set tends to go for about $50 (which isn't bad considering you get 2 figs, but since you're just looking for the Hulk...).

    Check out ComicFigs.Net - Hulk

Its a great site for finding info on most of the the modern Marvel toys and Some DC

My personal fave is the face-off versions, Almost perfect comic accuracy but a bit of a bugger to find :(
