Pretty much, what I did when I made tech specs for my fan character, Wildfrost, is that I based it off of the tech specs found on all the Transformers figures from G1 to the current-most toy lines. You can find tech specs of all the TF figures ever released in TFW's Resources section to get a fairly decent idea how to set up your own.
Photoshop. Here's an example of an ultra-quick slop-job I did for the big tournament thread, when Hun-Grrr's stats were in some dispute. Just grab one online, set Pshop to only erase 1 colour, take out the red (that's the first image), then do the same to the line (in this case I clipped and moved the line to check alignment). Grab a pic, shrink to fit in the box, open a text box and size it to fit the space for the text, grab and appropriate font, and go to it. Really only the work of minutes to do the actual Pshop work. - Coeloptera
