I've never even heard of him. Not saying I know it all by any means, but that does make me think he's pretty rare. On the other hand, TFU has him and all his parts, so it seems unlikely he's as rare as, say, Artfire or some of the others they're missing.
He came out at the end of the line, AND he was a new character, so even the kids that found one wouldn't be likely to buy it.
I'm guessing quite rare.
I think he was reasonably rare, myself - I haven't come across any in some time now, and I've only ever managed to get his exo-suit. He was one of those European-only releases.
He's not as rare as the other UK only Action Masters, but any UK only Action Master is still somewhat rare. Slicer and Rumbler (his co-sell) appear on ebay much more frequently than say Thundercracker and Circuit, however they only pop up a few time a year and they still run between $80 - $100 for a complete boxed one.
Not that rare here , not as expensive here as in the US in general either, but what's is getting one complete. Interestingly, as opposed to the above post, around here Thundercracker and Circuit pop up more often.
