Does anyone know the exact amount of time Carly has on screen In DOTM?
I'd say to much goddamn screentime.
No idea off the top of my head. Maybe 30 minutes?

It depends on how exactly you want to "calculate it". Different methods and techniques for timing her will lead to vastly different numbers. There's a lot of specifics that would have to be nailed down before one even attempts this sort of thing.
For example, I've calculated the screentime for all of the robot characters in all three live-action Transformers movies (feel free to laugh at my lack of a life). But I used very specific guidelines and methods to get those numbers. There are also numbers that came out recently pertaining to the individual members of the Avengers in The Avengers, and how their relative screentime compares to one another. They explained the "guidelines" that they used in order to get to those numbers. And their methods are quite different than the methods I used, so for their numbers for Avengers and my numbers for Transformers, they can't/shouldn't be directly compared.
More screentime than Mikaela in the 2007 and 2009 movies combined.

Definitely not. Carly's screentime in DotM is probably not much different than Mikaela's in Transformers or RotF, let alone more than the two combined.
More than the Autobots and Decepticons.
I doubt Carly had more than Meagan in two movies.
At any rate, Carly was at least more integral to the movie. If you take Meagan out of the 07 flick and RotF and the movie and the changes would barely be a blip. Take Carly out however and you'd have quite a different flick.
You're right. In DOTM we wouldn't have a donkey lipped woman on the screen.

Wasn't Carly's role in the movie originally written for Mikaela? Before Megan's fallout?

IMHO, Carly was a useful character in the movie, not just as eye candy. She unwittingly provided the link between the Decepticons/Gould and Sam, and planted the seed in Megatron's mind about his less-than-leadership role in the impending new order.
