How can I report a fraudulent seller?

    It happens that I recently won a 20th anniversay prime, I live in Meixco so I always ask the shipping quote before bidding, but suddenly after the auction ended, the seller claimed that he couldn't ship to Mexico when l mailed him before and he gave me a shipping rate. It seems that he doesn't want to respect the final sale price. How can I report him? Thanks!
