Every time I try to resize a picture, I can never get the file size to get at or below 40 KB. In some cases, I make the picture smaller, and the file size goes up, sometimes quite drastically. Any help is greatly appreciated.

Well, what do you use to make signatures? Because with Photoshop, when you save a jpg, it brings up a slider before you save which lets you choose the quality value (between 1 and 12), and for even number it shows how many KB it'lll be.

I use paint. But you can't only change the file size. To change the file size, you have to make the pic really small. So, paint isn't the best thing to use.

Dude, just download irfanview as linked in my previous post. You open up the pic file in irfanview, hit CTRL + R on your keyboard and it will let you resize by percentage, or pixels. Quick and easy. I used it for the pic in my sig and avatar.

Glad it worked for ya. Irfanview is great if all you're wanting to do is resize, do a slideshow, etc. Nothing too fancy though. But for anything more advanced, pain.net like Orion suggested or actually having photoshop will work better :)
