CN in the states does not have the broadcast rights to G1, Headmasters, or any other old TF series, foreign or domestic. Aside from that, HM hasn't been dubbed for a US audience.

Is there a link on the CN Japan page for streaming the episodes?

This news is incorrect. They've been airing Fight! Super Robot Lifeform Transformers (the first 2 seasons of the US show), and on the 23rd, they're switching to Transformers 2010, not Headmasters. They seem to be going in order, so presumably, Headmasters is next, but it won't start for a while after 2010 starts...
