Should the interior look like that? I haven't seen the Bruticus piece, so I don't know. It looks like an empty box. If they claim you're only buying what's in the picture, they could literally be selling the box. However, even the box would be worth something. Probably just taking the money and running.
I went through the description, it neither mentions 'Item Pictured' or 'Just the box'. This is either a scam or a miss list, and I'll gamble the 16 bucks.

Thats the great thing about Paypal though. I can link them to the listing if they do in fact just send me a box, and then I'll get a refund.

I read that if it's related to an Ebay seller getting banned, you have to wait seven days. If you haven't received anything after this time frame (and I doubt you will), you can visit the Resolution Center to file for a refund.
