Who is it? For me, it changes alot...
I've read around for many it is Masterpiece Megatron.
Some Binaltechs can be difficult to transform, especially when trying to put them back into alt mode.
Animated Waspinator took me a couple hours to figure out. Actually Beast Machines Mega Cheetor is pain to transform when his beast mode head keeps popping off.
For me it'd be Alternators and the 2007 Movieverse Starscream mold. Can't seem to get either back into their vehicle modes. ^^;

Universe Nemesis Prime (the mammoth). Ended up having to sell the sucker.
i heard masterpiece megatron is hard to transformer, also i heard it can break easily when transforming when your not careful.
Movie Ironhide. Such a pain in the ass.
I've yet to try MP Megatron or either Leader Prime, so I can't comment though I know those figures have come up before in similar threads.
Ultimate Bumblebee was a pain too.
Alternators Grimlock, the arms and car doors are a nightmare. When I got Alt. Wheeljack, I never even bothered transforming him. Took him out of the package, then years later wrapped him up and boxed him away with the others.
Movie Ironhide is also a major pain to get back to truck mode.

2007 "Premium" Concept Camaro is my nomination. I've failed to get his car mode locked firmly together in all places for at least 3 months now, and EVERY time I try to convert him into his other mode, I always froget about the hood's automorph gimmick. It's amazing it's not broken yet.
In my collection, I'd say Leader ROTF Prime. I don't have a very big collection so, I bet there's harder TFs out there.
The only transformer that gives me problems still is the Silverstreak/Ricochet/Smokecreen Alternator mold. He is the only Transformer that gives me any difficulty, and that is only when transforming him to alt mode. I think it can be a pain to get those legs folded up evenly as the back of the car. I would say that ROTF Prime, and Masterpiece Megatron and Starscream would be the hardest initial transformations, but after being done once or twice, are not difficult. Getting Primes arms and chest into truck mode gives the most fuss imo. MP Megs is basically a more advanced version of his G1 self imo.
I've mastered every other Alt, Masterpiece, Classics, and TFTM/ROTF mold that I own. Masterpiece Megatron isn't hard in my opinion. After the first day I had it down to a transformation time of 10 minutes(my fastest time was 5, although I wont ever be this bold again). You definately want to be careful with that one, but I think he is more solid than people would give him credit for(at least mine seems solid).
After about a week, a Tf usually holds no secrets from me(Probably because I have played with it an obsessive amount of time in that week lol). Btw, I wasn't trying to be cocky when typing this, I'm just being honest. So I hope no one takes it as that.
MP Megs is first by a llllong way! *shakes head* Hell, I tried transforming him into gun-mode when I got him, I couldn't do it & he's been in bot-mode ever since...
2nd would have to be BW Neo Big Convoy, followed by BW Neo Mach Kick. Stoopid-ass shellformers...
3rd would be the Alt/Binaltech Mustang mold. Without looking at a pic of the altmode from underneath - I'd have absolutely no idea at all...
RiD Side Burn used to be a pain-in-the-a.. but I've since figured him out. Still not a fan of his head though...
Cybertron voyager Soundwave and once, RID Brawn, then I figured out that the doors were detacted and put back wrong.
Ultimate Bumblebee is just a pain in the ass - hurts the shit outta your fingers.
ROTF Optimus Prime is a piece of cake after the first few times transforming him, IMO.
I so desperately wanna try transformering MP Megatron!!!
Action Battler Barricade was a pain to transform.
Masterpiece Starscream gave me a challenge.
I've never created Omega Prime (RID).
