I'm not so sure the cops would be able to do anything. They might send animal control over instead. I know that happened to me once. I lived with a roommate who had 6 dogs. One day I got woken up by a very loud knock at the door followed by how she annoyingly rang to door bell. Well the animal control officer said she had several complaints from the neighbors about my roommate's dogs...... Funny thing is, I don't ever remember the dogs misbehaving. *shrugs* oh well.
