Gi joe scale civillians?

    You need some 3.75 inch people?

    Could throw some jackets on some star trek people, they're pretty plain.
    Sounds like a mix n match from different lines.
    There's a few normal looking star wars figures that look like moms & uncles and stuff .

    Maybe get a cheapo preggers padme and a little baby stroller for her to push from the girls aisle

    Hmm, you're both right. What I'm trying to build is a hostage situation, I think maybe I'm asking too much of current toy companies... I'll certainly take a look at the star wars figs, and maybe take a look at some Indiana Jones toys.

    I can understand them not being a popular concept for toy companies though.

    Wal-Mart occasionally has some cheapy construction worker guys at the 3 3/4 inch scale.

    And the GI Joe Headman character with a different head could make a pretty convincing businessman hostage.

    It's funny I stumbled upon this thread, as I just saw some civilian-type sets at my local Walmart this afternoon. They had these "Bass Fishing" and "Camping" sets that came with generic dads, kids and gear (tents, fishing poles, etc.) at 1/18 scale. I was debating picking them up for amusing stop motion shoots. They were in the Hot Wheels/Tonka Truck aisle.
