I always interpret it as a British accent and if not it is now in my head canon.

Besides British Military General is perfect for Onslaught.

I always thought of him having a British accent.

Darn, now that you mentioned the voices sound different from the 2 seasons. Never realised it until today...LOL!

I recognized that Onslaught had 2 different accents, but I don't think either was British. At some words, his accent is more harsh (German-like), and when he's not shouting he has a musical, Italian-ish accent. Honestly, I doubt the actor can even tell you what that accent is. Cartoons (and movies) frequently use what I call the "ambiguous European accent," which you can hear in Beast Machines Obsidian, 90s X-Men's Magneto, Mr. Sinister, and Professor Xavier, any of Batman:TAS and GI Joe's terrorists, Darth Vader, etc.

I assumed it was British Military...a throwback to the fact that they were given WWII vehicle modes

For whatever reason, South African seems to come to mind. Maybe it's just because I have the kick ass scene in Zulu still stuck in my head.

I'd love to see Simon Templeman voice him. He breathes charisma with his voice.
