We know who the Decepticons leader was Megatron/Galvatron, but who was the leader before him like before Megs was created?

No one. Megatron created the Decepticon faction (there have been a few contradictions to this, like the episode where the Constructicons created Megatron, or the notion that the Liege Maximo is the father of the Decepticon "race," or Dreamwave showing off a statue of Deszaras an "ancient Decepticon"). But in most continuities, the faction is created solely by Megatron's own ambition.

Liege Maximo was still alive by the time Unicron attacked Cybertron in TF:TM?

    This dude!

In the cartoon, Megatron was not the founder of the Decepticons, merely the aggressor responsible for instigating the second Autobot/Decepticon war. This nameless guy here was the leader during the first war.

    Sir's link.

That link is also the answer to the rest of your question. Take some time to read up on some subjects that you're interested in on that website, TFWiki.Net. You will learn things.

    Your mixing continuities.

G1 cartoon, there was war before Megatron.....wether or not they took the name Decepticon or not was never clearly stated.

IIRC, the cartoon and Marvel comics are the only G1 TF stories where Megatron didn't found the Decepticons. The only other universe I can think of where Megatron was not the founder in the movieverse, if you go by the comics.

In most continuities Megatron started the Decepticon movement. In the G1 toon universe he was only the most recent leader and he started the third cybertronian war. I actually like th idea that Megs was not the first Decepticon leader but that's just my opinion. I have a idea for a character that is the first Decepticon leader, my preliminary name for him his Tronius.

Liege Maximo is one of the original 13, canonically, he exists.

"Canon" and "Continuity" arent always synonymous.

Clench was leader before Megatron in Megatron: Origins.

Not quite. Clench ran the underground gladiator combat ring(s), not the 'cons.

But in the case of Liege Maximo, as well as all other Multiversal Singularities, they are.

    I think thats actually debatable.

A retcon can establish them as part of an "un-seen" past, but with out any actual fiction based in that particular timeline, is it truly "in continuity"??

Considering the nature of a multiversal singularity, absolutely.

From what I've taken, they all start with the general idea, 13 Original Transformers were created, seven of them being Primes, they were somehow brought about by Primus, as a way to battle Unicron (directly afterwards or if they develop plans for later on, remains to be seen), Megatronus Prime betrays them and is the Fallen, more shit happens, time passes and they tend to become a debatable hot topic of faith.

Some believe in their existence (Alpha Trion, anyone?)
Some probably don't (Jetfire's supposed to be an atheist, right?)

They exist in all where Transformers do, whether they're prominent or fall into obscurity later in history, is a different question.

And then even still, that's only one branch of G1 (IDW), isn't Clench supposed to be one of the head 'Con honchos in G2?
