Delivery confirmation is only available for international express and not available for international priority. Customs# are issued for international priority and also, the much cheaper international first class. If a package gets lost, you would have to go to the USPS office and submit the custom#. USPS can only tell you if the package was received by the other country and not whether the package arrived at the person's door.
Actually, it is available to most countries via Priority. It is the customs number, yes, but it shows updates online and if it gets lost or misrouted, you can get it fixed and is automatically insured for a set amount. First Class has none of those features, i.e. online tracking, insurance, or the ability to fix it should it go wonky; and actually, every package I shipped internationally so far via Priority shows delivered to the person, not the just the country. The one I did ship to Australia that got misrouted to Denmark, all I had to do is call the 800 number, and within 2 days, it was fixed and in Australia!
