I suppose that would count as kitbashing. Anyone ever try the Stunticons with a motorcycle and a jeep? Or Ariealbots with a helicopter and a space shuttle?

I've not mixed up any G1's since the only ones that I own that would work are from the same team. I do mix up the Energon combiners though. Not being able to finish bruticus made me do it. In place of his members I have the Club Exclusives. they look rather nice with him so that's thier new home.

In terms of the Scramble City G1 gestalts that you've mentioned, that wouldn't really be kitbashing since it's a built in, intentional functionality of each toy.

Yet a gestalt made with Scattershot, Blast Off, Blades, Air Raid and Strafe, has no official identity in TF canon and was never promoted by Hasbro or anyone else.

    Ebay:
That's not kitbashing... that's just laziness...

Now, finding a way to scramble parts with Devastator or Predaking....

I think that if you were to mix up the parts, you'd also want to repaint them and give all the characters new names, including the combined form. THEN it would be kitbashing. And no, I haven't tried this.
