Not on that world. Life, like we would recognize, is certainly possible on a gas giant with an appreciable amount of liquid water. What this planet has is 1000ºC steam, and the hard radiation from being so close to the sun. You might as well ask life to arise in the middle of a nuclear reactor's meltdown.

Ok, turtle stacking aside, all you've managed to do is touch on some of the theories as to why our own governments and controlling bodies would want to hide the notion that intelligent life might exist elsewhere in the universe. You might try explaining how these theoretical aliens would care if we were terrified of them or not.
