did anyone notice that in all 3 movies there was always a beast decepticon and a small humanoid shapped 'con?

    mv1: scorponok
    frenzy

    ROTF: Ravage
    alice

    DOTM: laserbeak
    igor (sorta humanoid shapped)

do you think they intended this or was it just a coincedence

I would say it was intentional

It appears the Decepticon corps have very military-like hierarchy, you can see in each movie people filling the same role [For instance, there's always a guy specialized in dealing with the humans: Frenzy, Scorponok, Alice, Laserbeak].

    My guess is intentional.

In the past Soundwave was known for having human sized minions or beast minions. Even though things changed and the helicopter became Blackout they were deep enough into the first film that they weren't going to drop the beast and human sized Transformer.

Then in the next two films we actually had Soundwave so it seems like a given that we'd also have some sort of nod toward his minions.

Poor Rumble though somehow didn't make the cut.
