Devvy has more components so he'd win
Are we assuming G1?
If we are using the cartoon G1 characters, than I think Devastator would win. He would simply have to shoot the two or three spots on Bruticus's back to overload him. Just like G1.
Devastator would also have the size advantage thanks to a 6th member, and I think construction vehicles are in fair proportion to military vehicles if you could even try to explain the scale of the shuttle, etc.
Bruticus, the Combaticons are combat-oriented, Devastator is just swing appendages.
I think it would be Bruticus because his members are combat vehicles.
Didn't we see Bruticus win this battle in "Starscream's Brigade"?

Scramble City technology is considered more advanced in the G1 Japan universe....... so........ unless your a Brainmaster/Breastmaster combiner, your out of luck Devvy

Bruticus is a more advanced combiner than Devastator and I think his reactionn time is quicker too.

My knowledge of G1 isn't as great as some older fans, so I'm probably wrong on this. Wasn't Devastator supposed to be the strongest of the combiners, and that first beatdown by Bruticus being a case of "new toy syndrome"?
Bruticus being the strongest but the dumbest makes the most sense to me. So if it was just pure strength I'd say Bruticus.
It was never established how strong Devastator was, so it's sort of up to interpretation.
The Constructicons as a team have the highest aggregate or average strength of any combiner team. Their role as construction heavy equipment to me suggests that Devastator might be the STRONGER of the two... and maybe one of the strongest combiners. The fact that he was often seen as a counter for Omega Supreme also suggests that his strength might be in another category.
Bruticus on the other hand, isn't even the strongest of the Scramble City Combiners... in raw tonnage, he ranks behind Defensor and Menasor, and likely Superion and Abominus. That pretty much means he's only stronger than Computron (and only barely).
This may sound odd, but Bruticus' strong point is his skill and efficiency... which makes sense when you consider that the Combaticons, while not being especially strong all around, actually have the highest SKILL average of any TF sub-group. According to his bio, Bruticus is very good at his job... just as long as he doesn't have to improvise!
So in a fight... I think I'd give it to Bruticus based on overall combat ability, even if Devastator might have an edge in raw power.

So what we've got is a hulking brute v a child-brained black ops guy?

When I think of "child-brained", I kind of think more of Menasor... that raw, chaotic, undisciplined tantrum-throwing, anger. Of course, none of the combiners are terribly bright... they all seem to have a slightly childlike quality (Computron not so much, but he's so critically dysfunctional, it's kind of a moot point).
Bruticus I see almost more like being, well... a robot. The cliche of the over-disciplined soldier fits here. It's like he'll do any job he's told to with a sharp "Sir, yes Sir!" but if nobody gives an order, he'll just stand there at attention, staring ahead, happy not to have to make any decisions for himself.
I always kind of liked the way the Combaticons all had such high Skill ratings...10, 10, 9, 8, 7. Even the brute of the team, Brawl is unusually skillful. It fits their whole concept of being elite soldiers.
Except the space shuttle.
