buy the comic- he turns into a double turreted tank. in fact, it would go against the chracter profile if he didn't transform as it literally says "he is obsessed with transforming himself"
All we know about character is that he is addicted to transformations and constantly changes his altmode. They still did not show his altmode though. By the way I already got the parts I need to start with this guy up. Can't wait, this one will be a lot fun to make!

The foot design really reminds me of how the feet are assembled on the TFTM Incinerator figure (a.k.a. "Edward Propellerhands", the V-22 Osprey Voyager guy)). Since you already have a plan for making the feet, I'm not sure how much help Incinerator feet would be at this point, but if the feet were heavily modified then I could see them working. I could also POSSIBLY see using the Cybertron Def. Scattorshot/Universe Dropshot chest for this guy. It's a bit blockier and not as Decepticon symbol shaped, and I'm not quite sure how that would work with the whole Transforming thing, but scale wise it would make the Hailstorm shoulders look more sized up right with the proportions, and Tarn is so damn awesome looking he deserves nothing less than a Voyager class figure if possible.
Also working on tarn, just waiting to get my hands on a Megs wfc version. I have hailstorm and a couple others( wfc soundwave for some bits and parts) megs is being a hassle to get. Good luck Joey!
Call me mad and insane, but what about 2007's Leader class Brawl as a base? He's got the tank minesweepers on the front, cannons on the back, treads on the shoulders....I don't own him, so I can't speak accurately, but it would seem to me that Hailstorm arms, modded with a double fusion cannon, plus a Decepticon-esque head swap and some various Cybertronian greebly bits....it might do the trick. The legs aren't a perfect fit, but that might be where Incinerator's comes in. Thoughts, anyone?
