usually I'm not comfortable with hearing the voice actor in a live action movie. sometimes when I hear an actor is going to play a cartoon character or a voice I look up if he or she has ever played in a cartoon once. David Warner in any case, ever since I hear he is considered as Shockwave I've researched what cartoons he played in. so far the only one I can find was Batman Ra's al ghul. But just today I found other cartoons he voiced. The Ra's al Ghul voice would do nicely. I don't think Shockwave would be Shockwave without the English accent. Maybe they should make it more menacing, though.

I remember him more for his live action roles, but think he'll do a grand job. Hopefully he won't be wasted.
I never knew that Shockwave's voice was based on David Warner... hearing some of his work now, I'm really excited to see what he's going to do for Shockwave. I mean, we all know Corey Burton would've been awesome, but David Warner is the next best thing if you ask me.
I think it mostly comes down to the fact that Corey Burton's impression of David Warner sounds incredibly close to the real David Warner, so I don't see any issue with the real David Warner being Shockwave's voice.
I would like to see David Warner as Shockwave now that Corey has stated lack of interest in the role. However, I think it's safe to just do a reality check. Sure, Corey based his Shockwave voice on David Warner, but David Warner might have no idea who Shockwave is. He might turn down the role. Even if he were to accept, he might have an entirely different understanding of how to play the role; Adam West and Kevin Conroy, for example, have voices that essentially have the same timbre and tone, yet they play Batman entirely differently. I think it would be great to get (essentially) David doing his impression of what Corey was doing (essentially doing the Sark voice all over again), but he might do something else entirely. Corey based his acting on David, but David isn't Corey and he has never played Shockwave.
I don't even have to listen to those to know that David Warner's voice is perfect for Shockwave. He's a superb actor.
I have a proposition for all of you. If any of you have a voyager DOTM Shockwave transform it to robot mode, play most of these videos with David Warner's voice and shake the toy back and forth to make it look like he is talking and lets see if he will make a good Shockwave.
