They are. That Jetfire is a repainted Starscream with the Leaderclass head and slightly different wings.
Prowl looks like a repainted Bumblebee with a Prowl head.

prowl looks to be a new mold. its not a bee retool.

see how prowl's legs are coming out of the back end of his car bumper? and how he has his siren lights on his toes.
    bee's legs are totally different

Hasbro could have let us know about these... First thing you know they are reoorted in a shop somewhere. Perhaps because they won't see wide release like the other cyber battalions they weren't worth mentioning. Probably just slipped their mind though.

    Meh.

Not because they don't look great (they do) but because they're irrelevant.

YES I AM STILL SALTY ABOUT CYBER BATTALION MEGATRON BEING FREAKING AWESOME.

They both look quite good. Particularly that Prowl. Never checked out any of the Cyber Battalion stuff. Deluxe sized but Zero leg articulation isn't it?

    Well, those are something.

Though, don't Cyber Battalion toys usually have gimped articulation in either the arms or legs due to budget?

    Want that Jetfire.

Voyager size, I believe. The Megatron one is definitely worth checking out at least. Starscream's good too, but he's missing either knees or elbows. One or the other. I forget which.

Yeah, they are actually simple releases for 'poorer' countries.
Which is why they have not officially been released in the US or UK on mass retail whereas you can get them relatively easily in more deprived parts of the world.
They did try to make the original figures (Prime / Starscream etc) Universal store exclusives. Not sure if that ever went off to be honest.
But yeah, simple toys for less fortunate people.

They are voyager sized, most definitely.

And yeah, no knees. Time to crank out the knives and bionicles....
