Comic Storyboard Application?

    Is there a free application I can download for Windows that will easily create a comic style storyboard?

    I want something where I can resize all the different window panes within a page, then paste little character representations to each window... Just something to use like a rough sketch pad. I would actually hand draw everything in later.

    I have no idea if this app exists. I do a small thumbnail in a sketchpad. Do that for now.
