This exact concept was posted in 2015 on his Facebook page. I guess Bay liked this character's design and asked him to replicate it for the film.

That's because he's a human-sized Headmaster. You see him standing next to the human cast in the recent trailer. If he does have anything to do with the Aston Martin, he'll be turning into its head, not the entire car.
That's a really cool robot design, and if he really is a Headmaster, I like that they're going more Headmasters cartoon than alien in a suit. I like how his metal parts have etched designs and decorative engravings on them.
No, this has nothing to do with Transformers and Red Goblin already stated this a few posts above. Cogman's design was inspired from these characters.
