The triple changing thing was definitely planned as his toy reflects that (the toys were designed very early on).

I find it very interesting that there is no sign of him being a triple changer here. As someone pointed out, the copter toy exists, so something was planned. Initially it seemed like Hasbro just couldn't execute the toys and gave a lazy effort. Now I'm wondering if something else happened to late for them to redesign (like Bee's wings).
Apparently Spoiler Shatter and Dropkick start off just as cars and then become triple changers. I think that's why some of the promo stuff for both of them doesn't have any noticeable aircraft kibble, and if you look at Shatter's figures so far, the jet versions have faux kibble from both vehicles while the car version (and Dropkick's car version) only has faux car kibble.
Maybe this is based off early concept art like Bumble's doorwings but Hasbro doesn't care as much as they did with him to correct him?

I think I might prefer Dropkick's non-triple changer design a bit better than the version with helicopter parts. But I think both look great, I just kind of wish his helicopter form had more of the front of the car visible.
