What can I use as jet boosters for ROTF Voyager class Starscream and how can I install the spinning missile launchers from 2007 Movie Voyager class Starscream as jet boosters on the back of HFTD Leader class Starscream's robot mode?

Depends partially on how much articulation you want in the boosters. I'm not familiar with either mould, so I can't have a look at it to find good spot or specific solutions, but I'll try to help with an old classic.

The simplest way is probably to use a couple of short lengths of styrene tube to serve as connector pegs.
Place the components where you want to attach them and figure out where you think the best place for a post would be, marking the relevant point on both pieces. Decide which side you want to have the post, and drill or carve a small hole, about the same diameter as the styrene tube, and glue the piece of tube into it. Then make another hole in the other piece where you marked it, aiming to make it a snug fit for the tube.

Hope that's of some help. :)
