Soundwave also has a larger arsenal of tape dudes to call upon. (Not counting the japan exclusive/elusive tapes) Soundwave has Buzzsaw, Laserbeak, Rumble, Frenzy, Ravage, Ratbat, Slugfest, Overkill, Beast Box, Squalktalk to call upon. Blaster has Rewind, Eject, Ramhorn, Steeljaw, Grand Slam and Raindance? I might be fuzzy on the names. But yeah, probably Soundwave.
I never actually seen soundwave himself as that much of a fighter, his tapes aren't really either appart from rumble and frenzy blaster seems far more combat ready and his tapes are fighters while soundwave is more about spying, basically in a out and out fight tricks or not soundwave gets torn a new one.

Well, from what I can remember after seeing the G1 series again recently, SW is a great intelligence gathering TF, but his ability in battle is lacking, he's not very good. Blaster on the other hand seems inept in intelligence and does a lot of hand to hand fighting as well. So, even though SW is cooler and more memorable, Blaster would kick his tail. Still, SW's sheer number of tapes could overwhelm Blaster's tapes, but mano-e-mano, tapes aside, Blaster.
