That's the deadline to be registered as a member to get it for free. Obviously it won't be out before then, but it's not yet known if it will be a week or month later. Definitely before Botcon, so they can have them for sale on the spot. They seem to try and save on shipping by getting multiple toys in at once. So I could see these two and Cyclonus all hit simultaneously.
Dion will likely be in the summer sometime, since that's usually when the freebies arrive. Preorders for P/CP were supposed to have been up already (December or January) and there's been zero news on that front recently. Supposedly they were attempting to have Dion, P/CP and SG Cyclonus all ready to go at the same time, but who knows if that's going to work out or not.
